Betsy Miller
General Manager
Betsy Miller serves as General Manager of the San Bernardino Valley Water Conservation District, where she leads with purpose, clarity, and collaboration to advance the region’s long-term groundwater sustainability. Since becoming the District’s first female General Manager in 2022, she has guided a team dedicated to integrating operational excellence with environmental stewardship. Under her leadership, the District has achieved record managed recharge while maintaining some of the lowest rates in California—combining sound science and fiscal responsibility to deliver the results our communities deserve.
With more than two decades of public service experience, including 17 years with the City of San Diego, Betsy brings deep expertise in natural resources management, policy implementation, and interagency collaboration. She holds a Bachelor of Science in Biology from Whitman College and a Master’s degree in Geography with a focus on Natural Resources Management from San Diego State University.
Betsy’s leadership reflects both technical understanding and a genuine commitment to the craft of functional goverment. She serves on the Board of the National Habitat Conservation Planning Coalition and as an Assistant Editor for the Natural Areas Journal. Her past service includes board leadership with the Los Peñasquitos Lagoon Foundation and the Junior League of San Diego, along with nearly two decades of mentorship through Big Brothers Big Sisters of San Diego County.
Her work embodies the District’s mission of stewardship—connecting people, water, and place in service of a sustainable future.
