Understanding
the Annual Reports

The Daily Flow Report records how water moves through the upper watershed of the Santa Ana River each day. Prepared by the San Bernardino Valley Water Conservation District, the report supports the Cooperative Water Project—also called the Exchange Plan System—which includes multiple agencies that coordinate surface water operations.

The report tracks flows through flumes, canals, tailraces, and other measurement points in the San Bernardino Mountains and Wash areas. These readings help operators manage deliveries, guide recharge, and maintain consistent water accounting across the basin. The Daily Flow Report turns field measurements into shared knowledge, giving water managers a clear view of how the system functions in real time.
